What is this DOLEFUL song about? 

It is about the willfulness of Israel, described in the book of Zechariah by God as a people that would not hear Him.

This willful turning away from hearing God resulted in His judgement - as He said He would do, He scattered them among the other nations.

But this is not the end of the story!  In the last days, upon the Messiah's return, Israel will be restored not only to the land, as the whole world saw in 1948, but there will also be PEACE.

Peace whereby "old men and old women shall again sit in the streets of Jerusalem," and "the streets of the city shall be full of boys and girls playing in the streets."  That time is not yet!

So I said this song is doleful... but that doesn't mean it is a Bible lesson that should be skipped! 

Here, we are reminded that God means what He says. 

His promises to the Jews, first made to Abraham in Genesis 12, will certainly be fulfilled.  The prospect of being scattered away from the land of Israel was a possible judgement that many prophets warned Israel and Judah about for many years.
